Leila Fleming
Staffler



For Lt. Governor



Leila Fleming Staffler is a veteran educator and leader in the Commonwealth’s public education system. She is a beloved teacher, advisor, and senior administrator who has worked in public education for more than 20 years.


Leila is the daughter of Deborah Aldan Fleming and Barney Reece Clark. She spent her formative years in Guam and in Tinian but has lived in Saipan for the last 16 years. Leila’s interests are wide-ranging, as reflected in the undergraduate degree in studio art she earned at Willamette University. She has also earned a Master’s Degree in Educational Leadership and Education from Western Governors University.


To date, thousands of public-school students have been the direct beneficiaries of Leila’s passion for education and learning. She spent nearly 10 years in the classroom as a teacher in the Commonwealth’s public education system. And then Leila spent more than 10 years as an administrator at Kagman High School.


Leila has used her extensive experience to strengthen public education in the Marianas by successfully running for election to the Commonwealth House of Representatives, where she represents Saipan’s Precinct 5. She chairs the House Education Committee, and the SNILD Zoning Committee and is Vice-Chair of the House Committee on Health and Welfare.


In addition to her work as a legislator, Leila is also part of the CNMI State Apprenticeship Expansion Advisory Committee, Blue Ribbon Consortium Developmental Disabilities Council Transition Coalition, and the Kagman Schools' PTSA.

Representing Precinct 5 in the 22nd Commonwealth Legislature (2020 - Present)



Leila's mission as Precinct 5's Representative has been to restore public trust in government through transparency, accountability, and open communication.


Throughout Leila's term, she has worked with fellow Precinct 5 representative Richard Lizama to engage the Precinct 5 community in a variety of outreach activities that promote health, small businesses and access to information, activities and opportunities.

Led numerous meetings to review and mark-up bills and receive comments and testimonies

HB 22-55



To amend 4 CMC §5526 to establish a separate license for online sales of alcoholic beverages.



HB 22-66



To amend 1 CMC §2901 to require newly appointed persons to undergo certification training in regards to the Open Government Act (OGA); and for other purposes.



HB 22-73



To amend certain sections under Title 2, Division 3, Chapter 4 of the Commonwealth Code to enable the mayors of each municipality to enforce provisions in the Litter Control Act of 1989, as amended; and for other purposes.

To enact a whistleblower protection provision for respective employees reporting on prohibited personnel practices; and for other purposes.

HR 22-6



To commend Maria Palacios Muna for her time-honored legacy of dedication, enthusiasm, and outstanding public service given to the Commonwealth of the Northern Mariana Islands for the past thirty years.



HR 22-7



To honor and commend Ms. Jane Mack for her lengthy service and extraordinary contributions to the Commonwealth of the Northern Mariana Islands.



HJR 22-3



To respectfully urge the Honorable Governor Ralph DLG. Torres to reallocate necessary funds generated by the fees paid for by prospective employers of foreign nonimmigrant workers to the Northern Marianas Technical Institute (NMTI).



HJR 22-4



To authorize the establishment of an additional sixteen (16) positions as needed by the CMA and partially funded by the CMS program for Compliance and Medicaid Enterprise Systems (MES); and for other purposes.

COMMUNITY OUTREACH PROJECTS



Painting Kagman's Basketball Courts



As Precinct 2 representative, Leila has worked with community partners and fellow Precinct 5 Rep. Richard Lizama to repaint basketball courts in Kagman 2 and 3 for youth to enjoy.

She also recently co-hosted the Precinct 5 Basketball Tournament in May 2022.



Casework Outreach



Leila has hosted community outreach events for Precinct 5 constituents who need assistance in following up with local government agency, such as the Department of Labor's PUA program.






Precinct Trash Drop-Offs



Leila has hosted village cleanup and trash drop-off's, as well as periodic community beautification/cleanups throughout Precinct 5.



Holiday Arts Bazaar



Leila hosted the Precinct 5 Holiday Arts Bazaar to give artists and constituents a space to share their crafts, support local artists, and celebrate the holidays with community.
